I like it too, and would support its inclusion in v2.

However, despite Howard's enthusiasm, I'm not totally convinced
that it completely solves his problem (avoiding the parsing of
rate laws). This works fine in the context of a rate law
governed by a single local parameter (the URI gives the form of
the law, and the local parameter gives the rate constant), but
what if the rate constant is defined by a global parameter, or
the rate law involves more than one rate constant? Won't you
then still have to parse the math to figure out what is going
on?
