Sorry for the delay in replying!

Hi Jim

Its really cool that people are starting to write code as well as
develop the language extensions - definitely the way to go!

Unfortunately the lack of man (or even woman) power and the need to keep
libSBML current and debugged means that we do not yet have a working
version of libSBML-4 (the modularized version).

http://www.sbml.org/SBML_Projects/libSBML/Introduction_to_Modularization

summarizes discussions etc to date. You could certainly do some
prototyping using annotations; code for reading/writing the appropriate
classes will be necessary whatever. The web page

provides an outline of how to do this with the libSBML-3.

Unfortunately, as in all software development we're not going to know
what works until we can implement it but be assured that you will all be
the first to know when we have a working version of libSBML-4 :-)
