jsbml-svn commit list added

FYI:
I added an SVN commit hook and a mailing list, jsbml-svn@lists.sourceforge.net, so that people can subscribe to the list and receive email notifications of every commit made to the SVN repo for JSBML.
We use this for libSBML and other projects, and I personally find it immensely useful to learn about changes as they are made.
