If you feel it's worth more than a "C" grade, you can just change it.
But here I think the article needs a bit of work. Various helpful notes
can be found at
http://en.wikipedia.org/wiki/Wikipedia:Version_1.0_Editorial_Team/Assessment#Quality_scale
http://en.wikipedia.org/wiki/Wikipedia:Good_article_criteria
http://en.wikipedia.org/wiki/Wikipedia:Manual_of_Style
A few ideas to improve the article would be to
* remove external links (the first being to JST), as these aren't
allowed within the body of the article
* trim it down: I'm not sure the list of structural elements is really
necessary, for example. It should be accessible to the lay-reader and I
think most readers would come away disappointed (see B-class criterion 6).
* it's not visually very welcoming, and would benefit a diagram and even
a code snippet (B5). Compare their example B-class article
http://en.wikipedia.org/w/index.php?title=Main_Page&oldid=324230925
with its infobox, photographs and diagram.
* it could do with more referencing (~B1). Almost all of the references
are currently to SBML documents; it would help to use references to
demonstrate the notability of SBML outside of the geekosphere.
* once the major problems have been overcome, stick it up for peer review
http://en.wikipedia.org/wiki/Wikipedia:Peer_review
and, in time, aim to nominate it as a "Good Article".

I'm happy to put time in to carry out some of this, but wiki articles
are best when updated by lots of people.
Cheers,
Kieran
