SBMLToolbox-3.1.2

We are pleased to announce the release of SBMLToolbox-3.1.2 which is
available for download from

https://sourceforge.net/projects/sbml/files/

This release adds a missing file to the windows
installer for libSBML-4.0.1 that is embedded in the
windows installer for SBMLToolbox.

Please note this release contains no functional changes
from 3.1.1.

Apologies to anyone who experienced problems with the
3.1.1 windows installer.
