I don't think this is possible. What happens if someone
writes a model that has both a parameter with identifier "A"
and a species with identifier "A"? If species and
compartments all lived in separate namespaces, this would be
a valid model, but now what do you do if that model has a
kinetic rate law with one symbol "A" in it? How do you know
which one is meant?
