Well, in my writer the local parameters are only those, which are not
referenced outside the kinetic law. Otherwise they must be in the
global namespace (with appropriate name adjustment).
It is of course not only event-related, nobody asked me so far to
refer to local react params in events.
In general: there is nothing you can reference in an reaction!
Not the params and not the rate (which is useful sometimes).
