Comparison (not equal-to) operator for XMLTriple.

Parameters

lhs	XMLTriple object to be compared with rhs.
rhs	XMLTriple object to be compared with lhs.

return 1 (true) if the combination of name, URI, and prefix of lhs is not equal to that of rhs 0 (false) otherwise.
